I guess once again the good people have to suffer for what others do. I guess customers were coming in with their bag tag (without a reusable bag) and having the cashier scan it. So they were getting credit for the bag tag ($1 ExtraBucks for every 4 scans) when they were just getting plastic bags. My question would be "Why would the cashier scan the bag tag then?" but being that I am in a retail business myself, I know that "customer satisfaction is #1" and that is probably why they let them get away with it.
